About this opportunity
The Naval Air Systems Command (NAVAIR) intends to award a Cost-Plus-Fixed-Fee (CPFF) Delivery Order to Lockheed Martin Corporation-Missiles Fire Control (LMMFC) for support related to F-16 Integration Systems Integration Laboratory (SIL) testing and technical interchanges. The contract will be pursued on a sole source basis under 10 U.S.C. 2304 (c)(1), with LMMFC being selected as the sole designer, developer, manufacturer, and integrator of the Long-Range Anti-Ship Missile (LRASM). The government has determined that Lockheed Martin is the only qualified source capable of meeting the requirements within the specified timeframe due to their unique technical knowledge and experience. While the pre-solicitation notice is open for capability statements or proposals, the government retains full discretion in determining competition. The key response deadline is April 11, 2025, with the opportunity initially posted on March 27, 2025.
The procurement carries no specific set-aside designation and falls under the NAICS category of Guided Missile and Space Vehicle Manufacturing (336414). While no specific award value is disclosed, the contract will be executed against Basic Ordering Agreement N00019-23-G-0002. Potential subcontracting opportunities are available and interested suppliers are directed to the Lockheed Martin Supplier Wire website for further information. The government has explicitly stated there is no commitment to issue a solicitation or make an award, and parties should understand that no monies expended before the delivery order will be the government's responsibility. Lockheed Martin is positioned as the exclusive contractor for this effort, leveraging their proprietary technical data and comprehensive understanding of the LRASM system integration requirements.
Notice text
The Naval Air Systems Command (NAVAIR) intends to enter into sole source negotiations and subsequently award a Cost-Plus-Fixed-Fee (CPFF) Delivery Order (DO) to Lockheed Martin Corporation-Missiles Fire Control (LMMFC) against Basic Ordering Agreement (BOA) N00019-23-G-0002. The anticipated DO is for support required for F-16 Integration Systems Integration Laboratory (SIL) testing and technical interchanges.
This contract is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304 (c)(1) as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-1, only one responsible source and no other services will satisfy agency requirements. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Unless stated herein, no additional information is available. Requests for the same will be disregarded. A determination by the Government not to compete this effort is solely within the discretion of the Government.
Lockheed Martin is the sole designer, developer, manufacturer, and integrator of the Long-Range Anti-Ship Missile (LRASM). LMMFC alone has the requisite knowledge, experience, and technical data that can meet the Government's requirements within the required timeframe. Accordingly, LMMFC is the only known qualified, responsible source that can fulfill the requirements specified herein. Subcontracting opportunities may be available and should be sought with Lockheed Martin via the Lockheed Martin Supplier Wire, a dedicated site for suppliers, at www.lockheedmartin.com/enus/suppliers.html. There is no commitment by the Government to issue a solicitation, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a delivery order for the effort mentioned above. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract.
