About this opportunity

The Naval Air Systems Command (NAVAIR) intends to award a Cost-Plus Fixed Fee (CPFF) Delivery Order to Lockheed Martin Corporation-Missiles Fire Control (LMMFC) for integration and test support of the AGM-158 C-1 missile on the F-16 aircraft platform. The contract will focus on testing both Legacy and UAI interfaces for the Long-Range Anti-Ship Missile (LRASM). NAVAIR is pursuing this opportunity on a sole source basis under 10 U.S.C. 2304 (c)(1), citing Lockheed Martin as the exclusive designer, developer, manufacturer, and integrator of the missile system. The pre-solicitation notice was posted on March 17, 2025, with a response deadline of April 1, 2025. While the contract is being considered sole source, NAVAIR will still accept capability statements, proposals, or quotations from interested parties.

The pre-solicitation notice indicates no specific set-aside designation for this contract. Lockheed Martin is positioned as the sole qualified contractor, with the government determining they are the only source capable of meeting the technical requirements within the required timeframe. Subcontracting opportunities may be available through Lockheed Martin's Supplier Wire website. The contract will be executed against Basic Ordering Agreement N00019-23-G-0002, though specific award values were not disclosed in the notice. The government maintains full discretion in the procurement process and has not committed to issuing a solicitation or making an award. Interested parties are advised that any expenses incurred before contract award will not be the government's responsibility.

Notice text

The Naval Air Systems Command (NAVAIR) intends to enter into sole source negotiations and subsequently award a Cost-Plus Fixed Fee (CPFF) Delivery Order (DO) to Lockheed Martin Corporation-Missiles Fire Control (LMMFC) against Basic Ordering Agreement (BOA) N00019-23-G-0002. The anticipated DO is for required integration and test support of the AGM-158 C-1 missile on the F-16 aircraft platform. This requirement includes testing both the AGM-158C-1 Legacy and UAI interfaces.

This contract is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304 (c)(1) as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-1, only one responsible source and no other services will satisfy agency requirements.  All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.  Unless stated herein, no additional information is available.  Requests for the same will be disregarded.  A determination by the Government not to compete this effort is solely within the discretion of the Government.

Lockheed Martin is the sole designer, developer, manufacturer, and integrator of the Long-Range Anti-Ship Missile (LRASM). LMMFC alone has the requisite knowledge, experience, and technical data that can meet the Government's requirements within the required timeframe. Accordingly, LMMFC is the only known qualified, responsible source that can fulfill the requirements specified herein. Subcontracting opportunities may be available and should be sought with Lockheed Martin via the Lockheed Martin Supplier Wire, a dedicated site for suppliers, at www.lockheedmartin.com/enus/suppliers.html. There is no commitment by the Government to issue a solicitation, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a delivery order for the effort mentioned above.  Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract.
