About this opportunity
The United States Department of Agriculture Forest Service, Intermountain Region (Region 4), is seeking a small business contractor to perform container rouging and thinning services at the Lucky Peak Nursery in Boise, Idaho. The primary objective is to thin approximately 6,260 styroblocks/plastic trays containing seedlings, which involve removing excess plant material to leave the healthiest single plant in each cell across multiple conifer and shrub species. The solicitation (No. 1240LR25Q0020) requires careful manual thinning of trays with 112-128 plug cells, located in greenhouse and outdoor irrigation sites, with a maximum allowable error rate of 1% for certain tasks. Offers are due by May 29, 2025, at 2:00 PM Mountain Time, submitted via email to andrea.marks-cash@usda.gov. The contractor will be responsible for providing labor, supervision, and supplies, while the government will furnish basic tools like clippers and dumpsters.
The contract is designated as a total small business set-aside with NAICS code 115310 (Support Activities for Forestry) and a $9.5 million size standard. The contract period runs from June 2, 2025, to October 1, 2025, with initial seedling sowing dates in January and March 2025 and thinning scheduled to begin in February and April 2025. Prospective bidders are recommended to inspect the Lucky Peak Nursery greenhouse before submitting a proposal, as the actual number of emerged seedlings will depend on germination rates, which range from 1 to 5 seeds per cell. Most blocks are anticipated to have been sown with 2 seeds per cell, and the thinning process must be conducted during normal nursery business hours. The place of performance is located in Boise, Idaho 83716, with work to be performed across both greenhouse and outdoor irrigation sites.

Update #2 · Latest ·
UPDATED ATTACHEMENT with corrected clauses all other items stay the same.
In the Lucky Peak Nursery Greenhouse, often multiple seeds are sown into each cell of a styroblock/plastic tray, the container in which seedlings are grown. Once the seeds have germinated, we need to pull out or clip all but one plant in each cell. This document explains the need for contract help and how the process should be done. The target number of seeds per cell does not mean there will be two seedlings in every cell. Some cells probably received more and some received less than intended. It is recommended that interested bidders inspect the LPN greenhouse before submitting a bid.
Scope
In all, 6,260 styroblocks/Plastic trays (approximately seedlings) need to be thinned. These blocks contain 112 or 128 plug cells. The blocks are on rolling benches in the green house and on stationary metal pallets in outdoor irrigation sites. There will be multiple species of conifers and one species of shrubs. Most of the blocks will be sown with 2 seeds per cell, however the range will be from 1 to 5 seeds per cell and the actual number of emerged seedlings depends upon the germination rates of each source.
Lucky Peak Nursery will sow on three different occasions. Due to delays from new administrative regulations, thinning needs to begin as soon as possible.
