The U.S. Army Corps of Engineers, Walla Walla District, is soliciting proposals for goat grazing services to remove pest plants from project lands at Lower Monumental Dam near Kahlotus, Washington. The contractor must provide all necessary personnel, equipment, supplies, facilities, transportation, and supervision to graze healthy, disease-free goats across approximately 12.2 acres of designated work areas, removing visible leafy green vegetation down to woody stems at a height of 4 inches or less between April 21, 2026, and June 30, 2026. Key requirements include maintaining a shepherd onsite every three hours during daytime operations and every four hours during nighttime hours, obtaining all necessary licenses and permits, providing goats vaccinated for Caseous Lymphadenitis (CL) within the past year or proof of a CL-free herd, and complying with OSHA standards, environmental protection measures, and security training requirements.
