About this opportunity
Paragraph 1:
The Naval Air Systems Command (NAVAIR) intends to negotiate and award a sole-source delivery order under an existing Basic Ordering Agreement (BOA) with Sikorsky, A Lockheed Martin Company, for the procurement of a SCHID Software Configuration Change to correct the software versions for the CH-53K aircraft. Sikorsky is the designer, developer, and sole producer of the CH-53K aircraft and possesses the required technical data and engineering support experience to meet the Navy's requirements. The government does not possess adequate license rights to the necessary technical data to support a competitive procurement. Interested parties may respond in writing by the closing date to indicate their interest and capability, which the government will consider solely for the purpose of determining whether to conduct a competitive procurement.
Paragraph 2:
This opportunity is not set aside for any small business designation. Sikorsky, as the incumbent contractor, is the only known source capable of providing the required supplies and services. The government has not provided any estimated award value or budget range for this sole-source procurement. The pre-solicitation notice indicates that the government will negotiate and award a delivery order under an existing BOA with Sikorsky for the SCHID software configuration change requirement.
