This amendment correct the previous pre solicitation verbiage.
The purpose of this pre-solicitation notice is to notify that the U.S. Geological Survey, National Water Quality Laboratory plans to solicit offers for ultra low-level tritium analysis under Solicitation No.140G0220Q0067. The Government intends to award a single requirements type contract with a period of performance of the base year and four one-year options.
The contractor shall provide ultra low-level tritium analysis of Aqueous Environmental Samples. Samples are to be analyzed using electrolytic enrichment and gas counting to reach minimum detectable concentration of 0.3 pCi/L at the 95% confidence level. Some samples may require the 10 pCi/L MDC.
The applicable North American Industrial Classification Code (NAICS Code) is 541380 ¿ Test Laboratories with a size standard of $14.0 million.
The Period of Performance (POP) will be for the base year and four one-year options.
This requirement is a full and open competition with no set-asides. The contract type is a requirements type contract and will be awarded based on the Best Value to the Government.
Solicitation No. 140G0220Q0067 will be issued on or about August 15, 2020. The closing date and time for submission of offers will be contained in the solicitation package. The solicitation notice and any/all amendments will be posted and available for viewing and downloading at Federal Business Opportunities at www.fbo.gov . No paper copies will be issued. When the solicitation is posted, it is incumbent upon the interested parties to review the aforementioned sites regularly for any updates/amendments to this requirement. All prospective offerors must have a Commercial and Government Entity Code (CAGE Code) and must complete online Representations and Certifications and be registered in the System for Award Management (SAM) at https://www.sam.gov.

The U.S. Geological Survey has a requirement for The U.S. Geological Survey is conducting a MARKET SURVEY to determine the interest and capability of any firm eligible to compete under NAICS code 541380 with a Small Business Size Standard $16.5 M for an upcoming requirement for the National Water Quality Lab, in Denver, CO to provide low-level tritium analysis.
This requirement is for Low-Level Tritium Analysis of Aqueous Environmental Samples. Samples are to be analyzed using electrolytic enrichment and gas counting to reach minimum detectable concentration of 0.3 pCi/L at the 95% confidence level. Some samples may require the 10 pCi/L MDC.
It is anticipated that Solicitation (140G0220Q0067) will be available on or after July 27, 2020 at the following web address: beta.Sam.gov No hard copies of the solicitation will be available. The North American Industry Classification System (NAICS) for this project is 541380. The services/supplies described herein are Commercial Item. This requirement is not set-aside for small business.
