About this opportunity
The Office of Naval Research (ONR) awarded a firm-fixed-price contract valued at $726,460.65 to Canadian Commercial Corporation on September 29, 2025, for the procurement of a low-frequency towed acoustic source system. The contract involves the acquisition of two C-BASS acoustic projectors, a tow body housing, and an electromechanical integrated tow cable capable of operating at frequencies between 30-700 Hz with a source level of 190 dB re 1 µPa. The system must be fully interchangeable with NRL's existing C-BASS M72-30 dual source tow body system purchased in 2021 and operable at towing speeds up to three knots from surface vessels, with an estimated delivery timeline of 40 weeks following award. The contract was awarded as a sole source procurement under FAR 13.5 simplified procedures, as GeoSpectrum Technologies, Inc. was determined to be the only responsible company capable of meeting the specialized technical specifications and providing a system compatible with NRL's existing equipment.

The contract action was not awarded competitively, however, it was awarded firm-fixed-price.
Rationale: There is the only one responsible company capable of providing a tow body, with low-frequency acoustic sources, as well as an electromechanical, integrated tow cable, capable of being towed from a surface vessel, at a speed of three knots, while producing sound pressure levels of 190 dB re 1 uPa, in frequency band of 30-700Hz. Further, there is only one system that is fully interchangeable, can be used as a backup, or used in tandem with GeoSpectrum Technologies Inc. C-BASS M72-30 dual source tow body system, purchased in 2021 by NRL; which is essential to NRL’s requirement. Additionally, C-Bass is a patented product.
Awarded contract N0017325P2470 to CANADIAN COMMERCIAL CORPORATION for 726460.65 on 2025-09-29.
