About this opportunity
The Naval Research Laboratory (NRL), under the Department of the Navy's Office of Naval Research, issued this Special Notice on June 16, 2025, regarding the procurement of a Low Frequency Towed Acoustic Source system. This is a Notice of Intent for a sole source Purchase Order, not a competitive solicitation. The government intends to award the contract exclusively to GeoSpectrum Technologies of Dartmouth, Nova Scotia, based on the determination that only one responsible source can satisfy the agency's requirements. The procurement is authorized under 41 U.S.C. 1901 or 1903. This notice invites all responsible sources to submit capability statements for the government's consideration in determining whether competitive procurement should be pursued.
The system being procured consists of a tow body housing two low-frequency acoustic sources (C-BASS M72-30 units) with an integrated electromechanical tow cable, designed to operate at speeds up to three knots while generating 190 dB sound pressure levels in the 30-700 Hz frequency band. The proposed system will be fully interchangeable with NRL's existing C-BASS M72-30 dual source tow body system, enabling backup support or tandem operations during at-sea data collection. The deadline for submission of capability statements was July 1, 2025. Interested contractors must demonstrate clear and convincing evidence that competition would benefit the government; however, the government retains sole discretion in deciding whether to pursue competitive procurement. All responses will be evaluated solely to determine whether conducting a competitive procurement is advantageous to the government.

The Naval Research Laboratory (NRL) intends to issue a sole source Purchase Order to GeoSpectrum Technologies, of Dartmouth, Nova Scotia, to provide a commercially available low frequency acoustic tow boyd system. The system will consist of a tow body, with two low-frequency acoustic sources and an electromechanical , integrated tow cable. tow body system, that houses two low frequency acoustic sources (C-BASS M72-30) and a pressure compensation system, as well as an electromechanical tow cable, for driving the acoustic sources while towing the tow body from a surface vessel. This system will be towed from a surface vessel at a speed of, up to three knots, while producing sound pressure levels of 190 dB re 1 μPa, in the frequency band of 30-700Hz. The system will be fully interchangeable, and capable of being used as a backup, or used in tandem with NRL’s current C-BASS M72-30 dual source tow body system, while collecting at-sea data.
The proposed Purchase Order is for supplies for which the Government intends to solicit and negotiate with only one source under authority of 41 U.S.C.1901 or the authority of 41 U.S.C. 1903.
