About this opportunity
The Department of Homeland Security Office of Procurement Operations has awarded a sole-source contract to Astrophysics, Inc. for continued development, test, and evaluation of a pulsed-source Low Energy Portal prototype scanning system designed to mitigate interference between LEP systems and Radiation Portal Monitors at the San Ysidro Port of Entry, with contract number 70RSAT26C00000006 awarded on August 4, 2026.
The justification cites 41 U.S.C. 3304(a)(1) and RFO Subpart 6.103-1, only one responsible source. Astrophysics, Inc. is the sole vendor capable of performing this work because it developed the proprietary hardware, firmware, and software components—including the Pulse Control Cabinet, Pulse Distribution Cabinet, and synchronized pulsing capabilities—at private expense. Market research conducted through November 2022, including industry workshops and site visits, identified only Astrophysics as submitting a viable written response with a compliant pulsed-source solution. Competing vendors Leidos and Rapiscan lack access to the proprietary technical data necessary for ruggedization or field testing. Awarding to another contractor would result in substantial cost duplication and unacceptable schedule delays. An August 2023 Business Case Analysis estimated prototype development costs at approximately $3.5 million adjusted for inflation to 2026. The work builds upon a previous task order awarded under the CBP IDIQ 70B03C21D00000035 on September 27, 2024, with performance through January 30, 2026. The follow-on effort includes ruggedization, installation at San Ysidro POE, and field testing culminating in a Site Acceptance Test. The contract is Firm Fixed Price milestones funded through 3-year R&D funds in Fiscal Year 2025. Astrophysics, Inc. is located at 21841 Ferrero Parkway, City of Industry, California 91789.

This requirement is to procure on a sole source basis continued development, test and evaluation of a pulsed-source Low Energy Portal (LEP) prototype scanning system that is capable of performing the normal LEP functions of screening passenger vehicles while mitigating Radiation Portal Monitors (RPMs) interference at the San Ysidro Port of Entry (POE) without considering other awardees pursuant to RFO FAR 6.103-1 (FAR Class Deviation 25-11).
Awarded contract 70RSAT26C00000006 to unknown vendor for unknown amount on 2026-08-04.
