The justification cites RFO 16.507-6(b)(2), asserting that Leidos is the only vendor capable of providing the required services at necessary quality level due to unique qualifications and specialized requirements. Leidos originally installed the existing Z-Portal systems and possesses proprietary knowledge of system design, functionality, and integration within CBP port environments. CBP estimates that transitioning to a new contractor would incur duplicative costs of $10 million to $15 million for re-engineering, $5 million for integration, and $2 million for training, in addition to operational downtime risks.

The delivery order encompasses two LEP Type 3 systems, three LEP Type 2 systems, site preparation and engineering services, installation services and civil works, and disposal and removal services with a three-year warranty. The pricing structure aligns with rates negotiated under the competitively awarded IDIQ contract, which included three vendors: Astrophysics, Leidos, and Rapiscan. CBP commits to market research, specification review, data rights acquisition, and small business outreach for future acquisitions beyond the current IDIQ scope to increase competition.
