About this opportunity
The Department of Homeland Security Customs and Border Protection intends to extend the period of performance on three multi-award IDIQ contracts for Low-Energy Portal X-ray systems under a limited sources justification, with a combined ceiling of $468 million.
The three incumbent contractors—Astrophysics Inc. (contract 70B03C21D00000035), Leidos Inc. (contract 70B03C21D00000036), and Rapiscan Systems Inc. (contract 70B03C21D00000037)—are the only responsible sources capable of efficiently meeting LEP requirements for non-intrusive vehicle inspections at Ports of Entry. CBP cites unique expertise, proprietary knowledge of existing systems, established relationships with port personnel, and familiarity with site-specific infrastructure and operational constraints as factors supporting continuation. Transitioning to new contractors would introduce unacceptable delays and duplicative costs estimated at $10 million to $15 million per system for re-engineering, $5 million per location for integration, and $2 million for training.
CBP initiated a competitive recompete but encountered delays due to evolving requirements under the Working Families Tax Cut Act, including expanded deployment timelines and additional system locations. Acquisition document reviews were not completed until July 2026. The statutory requirement to execute WFTC funding by the end of Fiscal Year 2027 necessitates immediate procurement of additional LEP systems to meet deployment objectives by Fiscal Year 2028. The new competitive IDIQ is not anticipated to be awarded until January 2027.
The extension runs from September 21, 2026 through March 31, 2027 (six months and 10 days). Statutory authority cited is 41 U.S.C. 3304(a)(1) and FAR Subpart 6.103-1(b).
