About this opportunity
The Air Force Materiel Command Lifecycle Management Center, executing on behalf of the Missile Defense Agency, is conducting market research via a Sources Sought notice to identify contractors capable of operating the Low Background Infrared (LBIR) facility at the National Institute of Standards and Technology in Gaithersburg, Maryland; responses are due by June 29, 2026. This is a short-term bridge contract intended to ensure continuity of critical calibration services while the Government develops the acquisition strategy for a long-term competitive follow-on contract. No set-aside applies.
The bridge period of performance consists of six one-month options, exercised as needed. The LBIR facility provides the infrared community with calibration capabilities including spectral and broadband measurements in a 20 K background environment, spectral calibration of low-background infrared detectors, characterization of optical components, and evaluation of cryogenic transfer radiometers used to assess highly collimated infrared sources. Respondents must demonstrate immediate capability and expertise to perform these specialized services without service interruption or extended ramp-up.
No budget or funding is currently available. The Government explicitly states this notice is market research only and does not constitute a solicitation or commitment to award. A draft statement of work is attached.
As of June 17, 2026, the PIEE system upload function is disabled for this notice. All interested parties must submit capability packages and responses via email to Allen Kurella (allen.kurella@us.af.mil) or Thomas Carson (thomas.carson.2@us.af.mil).
