About this opportunity

The United States Department of Agriculture (USDA) Wildlife Services, National Wildlife Research Center (NWRC) is conducting market research on GPS collars to track mongoose for a research study in Puerto Rico, with responses due by June 8, 2026. This is a sources-sought notice, not a request for proposals; no contract will be awarded based on responses, and the Government will not reimburse participants for information provided.

The NWRC has developed a mongoose control product approved by the U.S. Environmental Protection Agency under an Experimental Use Permit and requires GPS collar tracking data to support field efficacy trials. The Commonwealth of Puerto Rico will use the GPS-collared mongoose data to update its invasive species mongoose trapping program. The draft Statement of Work specifies procurement of 20 Litetrack 20 GPS collars from Lotek Wireless as commercial products under FAR Part 13. The collars must meet stringent size and weight constraints (circumference 10–20 cm, weight less than 20 grams), include GPS with SWIFT Fix capability, VHF transmitter (164–167 MHz range), remote download capability, mortality sensor with 60-minute signal duration, and 2-way VHF communication for data retrieval. Contractor deliverables include deployment instructions with online tutorials, a 2-month warranty from delivery covering defects through replacement or repair, and estimated shipping within 30 calendar days of contract execution.

Interested vendors must submit business name and point of contact, UEI number and CAGE code, business size, and a capability statement not exceeding three pages including a sample of GPS collars, past performance on contracts of the same scope, and evidence of providing similar collars to other agencies. The applicable NAICS code is 334290 (Other Communications Equipment Manufacturing).
