About this opportunity

The Bureau of Land Management Idaho Region seeks lop and scatter road thinning services covering approximately 134 acres in the Sublette Canyon Road project area near Malad, Idaho, with quotes due May 18 at 12:00 PM Eastern time. This is a total small business set-aside under NAICS 115310.

Place of performance is the Sublette Canyon Road project area, located 15 miles west of Malad, Idaho, at elevations ranging from approximately 6,400 to 7,400 feet in the Twin Falls District. The estimated performance period runs from June 15 through September 30, 2026.

Work scope requires lop and scatter treatments on approximately 134 acres of Douglas fir/aspen forest. The contractor must cut live conifers up to 20 inches diameter at breast height, live aspen 6 inches dbh and under, and standing dead aspen, then lop and scatter all slash so it does not exceed 20 inches in height with central stem lengths not exceeding 4 feet. All cut material must be scattered 50 feet away from unit boundary lines. A qualified crew foreman must remain on-site at all times. Work hours are limited to between one-half hour before sunrise and one-half hour after sunset on weekdays only. The contractor must comply with Idaho State Fire Prevention Laws, OSHA standards, and maintain specified firefighting equipment. Work quality will be assessed through inspection plots representing at least one percent of the treated area; a minimum 90 percent compliance rating is required for full payment.

The contractor furnishes all tools, labor, supervision, equipment, materials, supplies, and transportation. Evaluation criteria are Technical Capability (work plan, schedule, safety plan, communication plan, medical qualifications, equipment availability), Prior Relevant Experience and Past Performance (resumes, crew experience, remote location experience, references), and Price (reasonableness of quoted line items). Award is based on best value to the Government, with price not necessarily the determining factor. Quotes must be submitted via email to charles_dodson@ios.doi.gov. All offerors must be registered and active in SAM. Amendment 0001, effective May 6, corrected work statement maps and must be acknowledged with the offer.
