About this opportunity

NAVSUP Weapons System Support (NAVSUP WSS) Philadelphia intends to solicit on a sole source basis with Moog Military Aircraft, LLC for renewal of a three-year repair long-term contract supporting V-22 actuators, with capability statements due by August 26, 2026. The Government asserts sole-source authority under 10 U.S.C. 2304(c)(1) because Moog is the original manufacturer and the only known source for repair support; the Government does not own the data or rights needed to purchase from alternative sources.

The procurement covers three electro-mechanical actuator line items across the V-22 platform: part number B87870-003 (360 units annually, 360-day turnaround), part number C29855-001 (40 units annually, 40-day turnaround), and part number C30840-001 (320 units annually, 320-day turnaround). Quantities remain stable across all three contract years. All responsible sources may submit capability statements, proposals, or quotations for consideration; the Government will consider all proposals received within 45 days of notice publication, though award is expected to Moog. Any firm not already source-approved for this material must submit a Source Approval Request; the Government will not delay procurement to await SAR approval. IUID requirements and Buy American clauses apply. The Government is not using FAR Part 12 commercial-item procedures; interested parties may identify commercial-item alternatives within 15 days of this notice.
