About this opportunity

The Naval Supply Systems Command (NAVSUP-WSS) intends to issue a sole-source 5-year long-term contract for the evaluation, repair, and modification of pumping equipment under NIIN 013622973. The procurement falls under the authority of FAR 6.302-1, as the government lacks the necessary data to perform required repairs or manufacture the item from alternative sources. The contract will require the selected contractor to furnish all labor, materials, and facilities needed for the specified repair work. While this notice invites all responsible sources to express interest and provide capability statements, responses must be submitted within 15 days of the June 17, 2025 publication date, with a final due date of July 3, 2025. The contracting officer Logan Mann will evaluate responses, though the government retains sole discretion in determining whether to proceed with competition based on received submissions.

This procurement does not utilize any set-aside designations and specifically identifies MCNALLY INDUSTRIES INC as the intended sole-source contractor due to their unique capability to repair the equipment in question. The contract opportunity falls under NAICS code 333914 for Measuring, Dispensing, and Other Pumping Equipment Manufacturing and PSC code 4320 for Power and Hand Pumps. Contractors not currently approved as sources must submit comprehensive source approval documentation alongside their capability statements, following NAVSUP-WSS Source Approval Information Brochure requirements. The government emphasizes that awards will not be delayed pending source approval processes, and the normal approval timeline typically prevents new sources from being considered for immediate contract award. The procurement is subject to Free Trade Agreements Act and World Trade Organization Government Procurement Agreement provisions, though these terms may not apply given the sole-source nature of the intended award.
