Added: Aug 19, 2010 9:22 am Modified: Sep 08, 2010 10:25 amTrack Changes This J&A approved a ceiling increase in the amount $275,000,000 to competitively awarded, small-business set-aside Contract W58RGZ-09-D-0130 to Science and Engineering Services, Inc., CAGE: 4Q232. This contract supports modification efforts to Army aviation managed systems and the associated logistics support. Under this scope of work, the LSF contractor performs all efforts associated with modification of Army aviation managed systems. This includes non-recurring engineering efforts associated with integrating new capabilities, and the production and installation of modification kits. The ceiling increase was necessary in order to allow continued performance of requirements in support of the warfighters while the follow-on contract is competed. Award of the follow-on contract is anticipated in June 2011.

Added: Aug 19, 2010 9:22 am The contract ceiling for the cost-plus-fixed-fee/firm-fixed-price (CPFF/FFP) indefinite-delivery, indefinite-quantity (IDIQ) contract W58RGZ-09-D-0130 with Science and Engineering Services, Incorporated (SESI) in support of the Logistics Support Facility (LSF), Redstone Arsenal, AL, has been exhausted more rapidly than anticipated. The US Army Contracting Command, AMCOM Contracting Center, anticipates issuance of modification P00008 to Contract W58RGZ-09-D-0130 to increase the maximum ordering ceiling by $275,000,000 as an interim measure until such time as a follow-on contract can be awarded. The award of the follow-on contract is anticipated in June 2011. The modification to Contract W58RGZ-09-D-0130 is necessary to maintain uninterrupted support for aviation activities in areas including, but not limited to, non-recurring engineering associated with integration of new capabilities, production and installation of modification kits, training, and logistics support. Under the authority of 10 USC 2304(c)(1), as implemented by Federal Acquisition Regulation 6.302-1(a)(2), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, this contract modification shall be awarded on an other than full and open competition basis to SESI. Until a follow-on contract can be awarded, award to other than SESI during this interim period will result in substantial duplication of cost to the Government and will cause unacceptable delays in fulfilling the LSFs mission to provide rapid acquisition response to the PEO for Aviation. All responsible sources may submit a response which shall be considered. All responses should be directed to Ms. Karen L. Fletcher via e-mail at karen.fletcher3@us.army.mil and must be received within fifteen (15) calendar days of this notice. This notice of intent to issue a sole source modification to Contract W58RGZ-09-D-0130 is not a request for competitive proposals, nor is it a formal notice of solicitation.
