About this opportunity
The Air Force Installation Contracting Command (AFICC) 763d Enterprise Sourcing Squadron is seeking industry capabilities for Logistics Readiness Squadron Capabilities (LRS-C) services under NAICS code 561210 (Facilities Support Services). The procurement encompasses six functional areas: Materiel Management, Traffic Management, Vehicle Management, Fuels Management, Ground Transportation, and Air Transportation. The Air Force intends to consolidate over 34 currently separate LRS contracts into a single Multiple Award Contract (MAC) Indefinite Delivery Indefinite Quantity (IDIQ) vehicle with task orders to support Air Force and Space Force installations worldwide. Key requirements include establishing organizational lines of authority, employing qualified personnel consistent with Department of Labor wage determinations, maintaining personnel security clearances at Secret or Top Secret levels as needed, developing comprehensive training programs, and ensuring compliance with all applicable federal, state, and local regulations and Department of Defense directives. Interested vendors must submit responses by February 17, 2026, via email to richard.thorp.4@us.af.mil, completing Attachment 2 (Company Response template) with general company information, responses to capability questions, and supporting documentation demonstrating past performance and capacity to execute the Performance Work Statement requirements.
This pre-solicitation notice includes no set-aside designations; however, the Air Force encourages responses from small businesses, including small disadvantaged businesses, service-disabled veteran-owned small businesses, women-owned small businesses, HUBZone small businesses, and 8(a) companies, with particular interest in joint ventures and partnering arrangements. The contract structure includes a five-year ordering period with individual task order periods of one to five years, with a $47.0 million size standard applicable to the Facilities Support Services category. Respondents must indicate capability across 24 specified Air Force installations and facilities located throughout the continental United States and Pacific region, specifying which functional areas they can fully support at each location and their maximum capacity to provide services at geographically dispersed locations concurrently. The RFI requests information on surge support capability during contingencies and requires applicants to disclose the total number and dollar value of LRS-C contracts executed within the past five years. This is an informational and planning notice only and does not constitute a commitment to issue a solicitation or award a contract; all submissions become Government property and will not be returned.
