About this opportunity

NASA's Johnson Space Center (JSC) has issued a Limited / Sole Source Justification Notice to increase the maximum Indefinite Delivery/Indefinite Quantity (IDIQ) ordering limit for an existing logistics contract by $7,700,000, extending services through February 28, 2026. The contract with TechTrans International covers comprehensive logistics services including project management, supply management, furniture operations, moving and hauling, bicycle program maintenance, equipment management, redistribution, packing and shipping, receiving and inspection, vehicle fleet management, and export control support. The justification is based on FAR 6.302-1(a)(2)(iii)(B), specifically citing that transitioning to a new contractor would result in unacceptable delays in fulfilling agency requirements. A market survey conducted via SAM.gov from December 20, 2024 to January 3, 2025 confirmed that no alternative vendors could provide the full range of necessary capabilities, further supporting the sole-source modification. The original contract (80JSC018C0005) was awarded on March 1, 2018, and this increase will support the agency's logistics needs until the next competitive procurement cycle.

NASA/JSC intends to increase the maximum Indefinite Delivery/Indefinite Quantity ordering limit for the Logistics Contract by $7,700,000 to support the completion of the contract period through February 28,2026. These requirements are currently being procured through TechTrans International as they are still within the contracted Period of Performance. This increase is being done per FAR 6.302-1(a)(2)(iii)(B) as the award to any other source would result in unacceptable delays in fulfilling the agencies requirements.
