About this opportunity
The Federal Transit Administration (FTA), an agency within the U.S. Department of Transportation, is conducting market research to identify vendors capable of providing comprehensive logistical support services for FTA meetings and conferences. This Sources Sought/Market Survey Notice seeks capability statements from interested vendors to support planning efforts for a potential contract, though no award will be made from the responses received and the government will not reimburse submission costs. Vendors must demonstrate staffing capabilities across four labor categories: Program Manager, Senior Meeting Planner/Event Facilitator, Event Planner, and Meeting Registrar/Admin Support Specialist, with detailed qualifications for each position. Key contract requirements include note-taking, preparing meeting materials and signage, assembling binders, arranging hotels and travel, providing audio/visual equipment, recording meeting minutes, and coordinating logistics with at least six months' advance notice. Capability statements must be submitted in Microsoft Word format using Times New Roman 12-point font and not exceed five pages, with responses due by 12:00 noon EDT on April 6, 2026, addressed to Stephanie Cooke-Nwadibia and Teddy Cosia at the Department of Transportation.
This opportunity is designated as a Total Small Business set-aside, limiting competition to small business entities as classified by the Small Business Administration. The anticipated contract period is five years, consisting of one base year plus four option years, with work performed primarily at the contractor's facilities except during meetings and conferences, which typically occur in Washington, DC but may take place in various cities and states throughout the country. Capability statements must include the company's legal name, NAICS code (541611 – Administrative Management and General Management Consulting Services), CAGE code, and business size classification. While no specific budget or award value is disclosed in this market research phase, the statement of work suggests a substantial and ongoing requirement given the multi-year contract period and the need to accommodate highly uncertain meeting and conference volumes. Interested vendors should note that this Pre-Solicitation Notice was posted on March 23, 2026, with capability statements due approximately two weeks later, allowing limited time for preparation and submission.
