About this opportunity
GSA's Federal Acquisition Service, Technology Transformation Services is conducting market research on commercial inherited-credential solutions for Login.gov, with RFI responses due by 5:00 PM ET on October 21, 2026. GSA intends to establish a Multiple-Award Blanket Purchase Agreement against the GSA Multiple Award Schedule; this RFI is market research only and does not constitute a commitment to solicit or award a contract.
Eligibility is limited to Credential Service Providers (CSPs) capable of delivering inherited credential solutions. Login.gov seeks to enable users who have completed Identity Assurance Level 2 identity proofing with a trusted CSP to leverage that prior verification when accessing Login.gov-enabled federal services, reducing friction in identity verification workflows.
Respondents must address draft requirements including scalable SaaS-delivered digital identity capability with API-based integration, support for NIST SP 800-63 standards at IAL2 and AAL2 levels, FedRAMP Moderate authorization, Kantara Initiative Trust Mark certification, comprehensive fraud detection and behavioral biometric analysis, multi-language support (English, Spanish, French, Simplified Chinese minimum), 99.9% uptime availability, and API response times under 60 seconds for primary services. Data governance must prohibit monetization, commercialization, or use of collected data for AI/ML training. Billing is anticipated on a per-transaction basis for valid inherited credential verifications.
Responses in PDF or Word format, not exceeding twenty pages excluding cover page and diagrams, should be submitted to jonah.jordan@gsa.gov, lindsey.mitchell@gsa.gov, and ruchi.tekriwal@gsa.gov. All submissions become government property and will not be returned. Not responding does not preclude participation in any future solicitation.
