About this opportunity

The Centers for Disease Control and Prevention (CDC) Office of Acquisition Services issued a Limited/Sole Source Justification Notice on March 26, 2026, for the continuation of the BioSense National Syndromic Surveillance Program (NSSP) with incumbent contractor ICF Incorporated, L.L.C. under GSA Schedule contract GS00F010CA. The justification, authorized under FAR 8.405-6(a)(1)(i)(C) and GSAM 538.7104-3(b)(1)(iii), covers comprehensive technical and operational support services including system administration, business requirements gathering, system development and enhancement, data onboarding, technical support, data processing and analytics, training support, and server administration. The CDC limited the source to ICF Incorporated based on continuity of mission-critical operations, the incumbent's technical integration expertise, cost avoidance, knowledge retention, and risk mitigation given a compressed acquisition timeline resulting from delays caused by federal government shutdown, Department Efficiency Review, and FITARA holds between December 2025 and February 2026. The contract was awarded on March 12, 2026, immediately preceding the notice posting to ensure services continue without interruption as the original labor contract expires March 14, 2026. Following completion of the 1 CDC Data Platform (1CDP) migration, the CDC intends to conduct a comprehensive market review and issue a new solicitation under full and open competition.
