About this opportunity

The U.S. Army Corps of Engineers Pittsburgh District is conducting market research for pesticide application services across eleven Locks and Dams facilities located in Pennsylvania, Ohio, and West Virginia. The contractor must provide comprehensive pesticide application services to eliminate vegetation in designated areas while maintaining a 95% kill rate of target vegetation with pre-emergent components preventing regrowth through at least September 30 of the application year. All pesticide applications must be performed between May 15 and June 15, weather permitting, using only EPA-approved aquatic-use pesticides such as glyphosate or imazapyr formulations due to proximity to waterways. The contractor must submit an Annual Pesticide Control Plan by December 15 for District Environmental Compliance Coordinator approval, maintain state-certified applicators supervising all work, and provide actual pesticide use reports within seven calendar days of application. Responses to this pre-solicitation notice are due by February 16, 2026, with the formal solicitation expected to follow.

This is not a set-aside contract, and no incumbent contractor information is provided in the pre-solicitation notice. The treatment areas across all eleven facility locations range from 18,797 to 512,914 square feet in aggregate, representing a substantial scope of work. The contractor must furnish all necessary personnel, materials, supplies, tools, equipment, fuel, and vehicles required to perform the services and must maintain a Quality Control Program with appropriate licensing, permits, and insurance coverage including Worker's Compensation, General Liability, and Automotive Liability with specified minimum limits. No specific contract value or budget range is disclosed in this market research phase notice. Major nonconformances that could result in contract defaults include failure to achieve the 95% kill rate, use of unapproved pesticides, violation of manufacturer labels, or on-site mixing and storage of chemicals.
