About this opportunity

The U.S. Army Corps of Engineers Louisville District has published a Special Notice regarding the planned construction of the Unmanned Fusion Warfare Laboratory (UFWL) Project at Naval Surface Warfare Center Crane, Indiana. This notice announces the agency's intent to sole source a critical component of the upcoming construction contract through brand name specifications. The project will be executed as a firm fixed price construction contract using FY25 NISE-CIP funding. The contract is intended to be awarded under a full and open solicitation process, despite the incorporation of sole source requirements for specific equipment. This Special Notice is not a solicitation for competitive proposals but rather a notification of the government's intentions prior to formal solicitation release.

The Special Notice identifies the Lockmasters electrified door lock system manufactured by Schlage as the sole source requirement to be incorporated into the design-bid-build construction solicitation. Interested parties who believe they can meet or provide equivalent capabilities for this requirement are invited to submit written capability statements by 10:00 AM ET on November 5, 2025, to chase.j.rost@usace.army.mil. All responsible sources are eligible to submit capability statements for consideration by the agency, and submissions must contain sufficient detail demonstrating the ability to perform the specified requirement. The objective of this notice is to provide transparency regarding the government's planned specifications and to allow potential contractors to present alternatives or demonstrate comparable capabilities before the formal solicitation is released. The construction contract will fall under NAICS 236220 (Commercial and Institutional Building Construction) and PSC Y1JZ (Construction of Miscellaneous Buildings).
