About this opportunity
The Department of the Navy Naval Sea Systems Command is procuring engineering services to support multiple naval ship classes, specifically the Arleigh Burke Class Guided Missile Destroyer (DDG-51), the Freedom variant Littoral Combat Ship, and the America Class Amphibious Assault Ship (LHA-8AF). The primary focus of the contract involves providing engineering support for control systems aboard these vessels, including the DDG-51 Machinery Control System (MCS) and Engine Controllers (EC), the Freedom variant Machinery Plant Control and Monitoring System (MPCMS), and the LHA-8AF MCS and EC. This opportunity is being awarded on a sole source basis to Lockheed Martin Corporation, doing business as Lockheed Martin Rotary and Mission Systems. The Pre-solicitation Notice was posted on January 28, 2026, with a due date of February 4, 2026 for interested parties to submit inquiries or responses. This classification falls under Computer Systems Design Services (NAICS 541512) and Support—Professional: Engineering/Technical (PSC R425), indicating the specialized technical nature of the services required.
This contract utilizes no set-aside designations and represents a continuation of services with the incumbent contractor, Lockheed Martin Corporation. The Pre-solicitation Notice does not specify an award value or budget range at this stage, nor does it provide detailed numerical information regarding the scope or timeline for the engineering services. As a sole source procurement, the competition is limited to the identified contractor, which typically occurs when there is a demonstrated need for continuity of specialized services or when the contractor possesses unique capabilities specific to these naval systems. The abbreviated timeline between the posting date and the due date suggests that this is a preliminary notification to industry before formal solicitation documents are released. Interested parties should monitor for the full solicitation announcement, which will contain more detailed specifications, performance requirements, and pricing expectations.
