About this opportunity
USCIS intends to procure, on a sole-source basis, a one-year contract for specialized wholesale lockbox services beginning on or about December 15, 2026, with a response deadline of August 27, 2026. The procurement is a hybrid Firm Fixed Price, Fixed Unit Price, and Time & Materials action to support collection, processing, and deposit of fees and applications for USCIS benefit forms. USCIS will issue an RFP and anticipates award on technical and price factors.
JPMorgan Chase Bank, N.A., the current lockbox provider, is the sole-source awardee. USCIS justifies sole-source award on operational grounds: JPMorgan is the only provider currently possessing physical and system capacity to process 64 existing form types, scalability to accommodate new forms, compliance with over 50,000 business rules, and service-level continuity required by the agency. USCIS states that dividing work among multiple providers would introduce unacceptable operational risk, disrupt continuity, and jeopardize federal mandate compliance and mission execution.
The qualification requirement limits participation to entities authorized to supply required items. No set-aside applies. Place of performance and budget ceiling are not specified in the notice.
