About this opportunity

The National Institute of Standards and Technology (NIST), a component of the Department of Commerce, is soliciting quotations for the procurement of two precision laboratory instruments: a lock-in amplifier and an arbitrary waveform generator to support laser Doppler vibrometer measurements for characterizing piezoelectric materials used in microwave acoustic resonators and mobile communication filters. The lock-in amplifier must analyze signals up to 600 MHz, provide at least two channels, demodulate at least eight harmonic signals from a single reference frequency (with the UHF-MF Multi-frequency Option required per Amendment 1), maintain 50-ohm input impedance, output at least 100 mV, and include 14-bit D/A conversion. The arbitrary waveform generator must deliver at least 2.4 gigasamples per second, feature at least four channels, provide 250 MHz bandwidth, and produce at least 5-volt output. Award will be made to the lowest priced, technically acceptable offeror meeting or exceeding all minimum requirements documented in the Statement of Work. Quotations must be submitted electronically by 12:00 PM EST on May 8, 2026 (extended from May 5, 2026 per Amendment 1), with questions due within two calendar days of the April 20, 2026 solicitation issuance.

This solicitation carries no set-aside designation and is being conducted as a full and open competition under simplified acquisition procedures for commercial products using NAICS code 334516 (Analytical Laboratory Instrument Manufacturing), with a small business size standard of 1,000 employees. No information regarding incumbent contractors or specific award values is provided in the solicitation documents. The procurement requires delivery of both instruments to NIST's Boulder facility at 325 Broadway, Building 1, Room 01-4639, MS 672.01, Boulder, Colorado 80305 within 12 weeks of award on an FOB Destination basis, with factory acceptance required at 10 weeks. Contractors must provide firm-fixed-price quotations covering the lock-in amplifier, arbitrary waveform generator, and all transportation fees and delivery costs, with pricing valid for 90 days from the due date. All offerors must maintain active registration in SAM.gov at submission and throughout contract performance, and the selected contractor must provide a minimum one-year warranty covering full performance to manufacturer specifications, implement federal cybersecurity and privacy protections consistent with FISMA and NIST SP 800-171, and comply with all applicable Federal Acquisition Regulation provisions.

AMENDMENT 1 TO LOCK-IN AMPLIFIER:  1333ND26QNB030183

Vendor Question:

Should we include the UHF-MF Multi-frequency Option? The base UHFLI can demodulate 8 harmonics as requested on the notice, but only 4 of one of the two reference frequency. The UHF-MF option allows 8 harmonics of a single reference frequency or combinations of the two reference frequencies.

NIST Response:

The UHF-MF option is what we require technically, and what should be included in the quote.  8 harmonics are from a single reference signal.  Yes, that is why the option UHF-MF is required.  See updated Statement of Work for more details.

Response time has been extended from May 5,2026 to May 8,2026.

As described in the attached Combined Synopsis Solicitation, Statement of Work and Applicable Provisions and Clauses.
