About this opportunity

The United States Army Corps of Engineers - Chicago District is soliciting quotes for weekly refuse collection services at lock and dam facilities through Request for Quotation W912P625QA013. The procurement requires contractors to supply and maintain one 4 cubic yard garbage container at each of three lock sites, with containers emptied at minimum once per week on a recurring schedule to be coordinated with the Contracting Officer's Representative. Vendors must register with SAM.gov and the DoD Procurement Integrated Enterprise Environment (PIEE) system to access the solicitation and submit responses, as PIEE is the only authorized submission method. The question period closed on August 25, 2025, with responses provided through August 26, 2025. The submission deadline was extended from September 1 to September 2, 2025, at noon Central Daylight Time due to the Labor Day holiday, with an estimated award date of September 2025.

This opportunity is designated as a Total Small Business set-aside, with Waste Management of Illinois identified as the previous service provider, though no formal contract number was provided. The services will be performed at three Chicago-area locations: Chicago Harbor Lock (108 N Streeter Dr), Thomas J. O'Brien Lock and Dam, and Lockport Lock and Dam, with each site featuring security gates accessible through intercom communication systems. The contractor must provide up to a 30-day transition period while approval processes are completed, during which the incumbent will continue services. No special container labeling or coloring requirements exist, and the government does not anticipate seasonal increases in waste volume or special event pickups requiring additional collections. The solicitation falls under NAICS code 562111 for Solid Waste Collection services.
