About this opportunity

The Internal Revenue Service is seeking a contractor to provide Utah.gov Locator Service for fiscal year 2026, enabling IRS field employees to access critical databases for locating taxpayers and their assets. The one-year contract requires the contractor to provide comprehensive access to Utah Corporate Records, UCC filings data, DMV title registrations, and driver's license records through a secure online system. The system must be available Monday through Friday from 6 AM to 7 PM Mountain Time and compatible with Windows desktops and laptops, while ensuring compliance with Section 508 accessibility requirements for persons with disabilities. The contractor must provide monthly invoices with detailed reconciliation reports and ensure all data includes specific information such as owner names, addresses, license numbers, vehicle information, and professional license details. This pre-solicitation notice was posted on August 15, 2025, with a due date of August 18, 2025, though specific evaluation criteria are not detailed in the available documentation.

This procurement does not utilize any set-aside designations and no incumbent contractor is specifically mentioned in the available materials. The contract will serve approximately 30 IRS users in Utah and is designed to eliminate travel expenses and time for government personnel who would otherwise need to access these databases in person. The base contract period runs from October 1, 2025, through September 30, 2026, with four potential one-year option periods that could extend the contract through September 30, 2030. The system will process cases where every transaction, whether accessed online or printed, incurs the same unit pricing structure, though specific dollar amounts or budget ranges are not disclosed in the pre-solicitation documentation. The real-time information access is considered critical for IRS field personnel operating across Utah's vast geographic area.
