About this opportunity

The Department of the Air Force Space Command is conducting market research for local telecommunication services across Space Base Delta 1, which includes Peterson Space Force Base, Cheyenne Mountain Space Force Station, and Shriever Space Force Base. The procurement seeks a contractor to provide comprehensive local exchange access services, including transmission facilities, equipment, maintenance, and design layout for telecommunications infrastructure. Key contract requirements include commercial subscriber lines, exchange access trunks, SIP trunking, Enhanced 911 services, off-premise extensions, point-to-point IP circuits, and long-distance calling capabilities. Potential vendors must respond by March 25th at 10:00 AM Mountain Time, submitting company details, business type, NAICS code suitability, and capability to meet performance requirements. The market research will evaluate contractors' ability to provide services consistent with Federal Communications Commission (FCC), Public Utility Commission (PUC), Department of Defense (DOD), and Air Force standards.

The current contract is held by Lumen Technologies LLC, which has historically been a sole source provider across multiple base contracts. The opportunity is classified under NAICS code 517111 for Wired Telecommunications Carriers, with no specific small business set-aside designated. The consolidated contract will encompass comprehensive telecommunications services for approximately 55,016 Direct-In-Dial directory numbers across the three space force bases, including approximately 3,030,000 monthly voice long-distance calling minutes and 600,000 international calling minutes. The solicitation is anticipated in Q4 of Fiscal Year 2025, with a contract cutover period ranging from 30 to 180 days depending on the specific base location. Contractors must demonstrate the ability to provide services using existing infrastructure or be prepared to install new telecommunications systems to meet the government's specific technical requirements.
