About this opportunity

The Department of the Air Force Air Mobility Command is seeking sources for local telecommunication services at Travis Air Force Base in California through this Sources Sought Notice issued on March 17, 2026, with a due date of April 1, 2026. The contractor must provide comprehensive local area and long-distance telecommunication services operating 24 hours a day, 7 days a week, 365 days a year with 99.999% reliability. Key requirements include supporting 11,500 Direct-Inward-Dialing directory numbers at Building 54 and 3,200 DID directory numbers at Building 777, twelve Plain Old Telephone Service lines serving Camp Parks Communication Annex, and 200,000 minutes per month of long-distance access, along with three SIP circuits with varying bandwidth requirements. The contractor must meet strict Grade of Service requirements ensuring end-to-end per-call latency and packet jitter remain within ITU standards for VoIP, video, and real-time traffic. Performance thresholds require 95% compliance for timely notification of scheduled outages at least 30 days in advance, 99% compliance for high priority outage restoration within one hour, 95% compliance for medium priority restoration within 24 hours, and 95% compliance for low priority restoration within five working days.

This is a Sources Sought Notice only, not a formal solicitation, and the Government has not made any commitment to procure services or issue a future Request for Quote. No set-aside designation has been applied to this procurement. The notice does not provide a specific contract value or budget range, as it is currently in the market research phase to identify qualified sources. The incumbent contractor status is not disclosed in the available documentation, though the Performance Work Statement notes that no installation and cutover plan is required if the award is made to the incumbent contractor, suggesting contract continuity may be under consideration. Interested parties should note that all costs associated with responding to this Sources Sought are the responsibility of the responder, and failure to respond does not preclude participation in any future formal solicitation.
