About this opportunity

The Department of the Air Force Air Mobility Command, through the 60th Contracting Squadron, is seeking to procure comprehensive local telecommunication services for Travis Air Force Base in California. The contractor must provide 24/7/365 local exchange access and long-distance services with 99.999% reliability, including Direct-Inward-Dialing (DID) directory numbers, commercial subscriber lines, ISDN BRI lines, and primary rate interface trunks, with full compatibility to existing government infrastructure at no additional expense. Key requirements include providing all necessary labor, materials, and transmission equipment to demarcation points, adhering to Federal and DoD standards, and maintaining performance thresholds for service response times across multiple priority levels. The Performance Work Statement outlines specific objectives including scheduled outage notifications with 30-day advance notice (95% compliance), high-priority outage response within one hour (99% accuracy), medium-priority response within 24 hours (95% accuracy), and low-priority response within five working days (95% accuracy). Personnel must hold appropriate OEM certifications, and the contractor must support Government Emergency Telecommunications Service with NPA 710 access. The pre-solicitation notice was posted on March 3, 2026, with a comment deadline of March 17, 2026, though formal solicitation documents have not yet been issued.

This procurement carries no set-aside designation and does not identify an incumbent contractor. The contract will require the provision of 11,500 DID numbers at Building 54 and 3,200 DID numbers at Building 777, along with up to 38 commercial subscriber lines, 3 ISDN BRI lines, and a minimum of 200,000 minutes per month of long-distance service on a flat-rate basis. Non-incumbent contractors must submit an installation plan and cutover plan with proposals, with cutover to be completed within 30 days of contract award and final plans due no later than seven business days after award. Three SIP circuits with 10-15 Mbps capacity must be provided to three locations, plus one 5 Mbps ASE transport channel to the City of Solano. The statement of work requires coordination with existing government telephone systems including Cisco Unified Call Manager at Building 54 and Nortel Option 81C at Building 777. While no specific budget or award value is disclosed in the pre-solicitation notice, the scope and complexity of the required services suggest a substantial contract value.
