USAID will provide support to the GOH in order to strengthen the health system to improve efficiency, quality, equity and impact of health interventions. Therefore, the purpose of this contract is to provide technical support to the MOH, IHSS, Honduran Family Planning Association (ASHONPLAFA) and other partners to (1) improve quality of and access to sustained FP and MCH services and (2) to improve the national health system through health sector reform and decentralization of health services to further impact maternal/reproductive health and neonatal/child health, as detailed in this section.
The assistance mechanism contracted to provide the technical support described above will be called Unidad Local de Apoyo Técnico/USAID (ULAT/USAID). The Contractor will be monitored and evaluated in its ability to transfer/develop capacities within the MOH to deliver MCH and FP services through decentralization and by strengthening the MOH steering role.
