About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure a Local Control Unit (NSN 7H-6110-016589219) with Technical Data Package (TDP) Version 001. The government intends to solicit and negotiate with only one source under FAR 6.302-1, as they do not own the data or rights needed to contract repair of this part from additional sources. Potential contractors have 45 days from the publication date (until July 2, 2025) to submit proposals, capability statements, or expressions of interest. While this is not a competitive proposal request, all submissions received within the specified timeframe will be considered. The government retains sole discretion in determining whether to conduct a competitive procurement based on the responses received.

This pre-solicitation notice indicates no specific set-aside designation, and the procurement is for three (3) units to be delivered FOB Origin. The contract appears to be for a specialized electrical control equipment item that cannot be economically reverse-engineered or have its data rights purchased. The procurement falls under Product Service Code (PSC) 6110 for Electrical Control Equipment, specifically categorized under PSC 6110-P. The Naval Supply Systems Command, a defense agency, is managing this acquisition process, which seems focused on obtaining a very specific technical component with limited competitive sourcing options.
