About this opportunity

The USDA Rural Development (RD) is seeking a contractor to provide comprehensive loan servicing and mail processing support services, including payment posting, escrow processing, loss mitigation processing, real estate-owned property disposition, bankruptcy processing, loss claim processing, administrative support, data entry, and customer service phone support. This procurement will be conducted as a competitive Blanket Purchase Agreement (BPA) Call Order against the existing multiple award Organizational Analysis and Program Management (OAPM) BPA, with work to be performed in St. Louis, Missouri under NAICS code 541611. The contract falls under the Professional Service Code R408 for Support-Professional Program Management/Support. Notably, this is a restricted solicitation limited to the three companies currently approved for call orders under the OAPM BPA, and the actual Call Order RFQ will be issued via email directly to those eligible companies. The pre-solicitation notice was posted on January 29, 2026, with a deadline of February 12, 2026, and the government will not provide feedback or evaluations regarding company submissions.

The solicitation contains no set-aside designation for small businesses or service-disabled veteran-owned enterprises, making this a competitive unrestricted procurement among the pre-qualified BPA holders. The contract will commence on March 26, 2026, with a base performance period extending through March 25, 2027, followed by four optional one-year extension periods that could extend the contract through March 25, 2031, providing a potential five-year engagement. No specific budget range or award value has been disclosed in this pre-solicitation notice. The government has not identified any current incumbents or named specific contractor requirements beyond eligibility for the OAPM BPA. Interested companies must already be approved vendors on the OAPM BPA to be eligible to respond to the subsequent Call Order RFQ, and they should monitor their email for the formal solicitation documents and any updates from the contracting office.
