About this opportunity

The National Oceanic and Atmospheric Administration (NOAA) is seeking qualified U.S. businesses to provide an LNI Swissgas Sonimix 4001 Ozone Generator. This stand-alone ozone primary transfer standard is required to calibrate NOAA's ozone measuring research instruments, which are used to measure ozone from the surface to the stratosphere. The key requirements include the ability to generate ozone in a range from 10 ppb to 35 ppm, with high accuracy and precision, as well as features like pressure regulation, sonic nozzles, and UV photometer measurement. Interested firms must provide a brief narrative and supporting documentation demonstrating their capability and experience by August 7, 2024.

This is a sources sought notice, not a pre-solicitation announcement, and no set-aside designation is specified. The NAICS code is 334516, Analytical Laboratory Instrument Manufacturing, with a size standard of 1,000 employees. No potential incumbents or award values are provided, and the notice states that this request for information does not commit the government to any future procurement action.

Notice Type: Sources Sought Synopsis

Title: LNI Swissgas Sonimix 4001 Ozone Generator

Response Date: August 7, 2024

This is a SOURCES SOUGHT SYNOPSIS and is not a pre-solicitation announcement. The purpose of this Market Research and Sources Sought Notice is to gain knowledge of potential qualified U.S. Domestic businesses, which could include Small Business, HUBZone, 8(a), Service Disabled Veteran Owned, Women Owned Small Business firms and even Large Businesses. Responses to this Sources Sought Synopsis will be used by the Government in making appropriate acquisition decisions.

The National Oceanic and Atmospheric Administration (NOAA), Oceanic and Atmospheric Research (OAR), Earth Systems Research Laboratories (ESRL), Chemical Sciences Laboratory (CSL) has multiple ozone measuring research instruments and conducts projects that require measurement of ozone from the surface to the stratosphere. Ozone is an important trace gas species in Earth’s atmosphere. The ozone layer in the stratosphere is critical for protecting Earth’s surface from harmful UV radiation, while at the surface ozone is a criteria air pollutant which negatively impacts both human health and the environment (e.g. crop production). Due to the strong gradient in ozone mixing ratios between the upper troposphere (UT) and lower stratosphere (LS), ozone is also a critical measurement for characterizing the atmospheric state in UTLS studies. A primary standard (PS) ozone generator is necessary to regularly calibrate these instruments to ensure research data quality.

INTENDED USE/PURPOSE:

The LNI Swissgas Sonimix 4001 is a stand-alone ozone primary transfer standard able to generate ozone together with dry or wet air allowing it to calibrate the ozone monitors in several points. The instrument uses a pressure regulator, sonic nozzles, and an ozone generator including thermostatisation and regulation by UV light photometer measurement with atmospheric pressure and temperature corrections. It is built with 1 reference UV light detector that measures the UV intensity in alternance without any ozone, and through the generated ozone. This is the only known instrument that can meet the Government’s needs, and this notice’s intent is to identify any other products that meet the full requirements listed below.
