This procurement will be conducted under the authority of 10 U.S.C. 3204(a)(1), which allows for a single-source procurement when no other suppliers can meet agency requirements. The solicitation is classified under NAICS Code 333611 with a size standard of 1,500 and Product Service Code 2835 for gas turbines and jet engine components. The government will consider all information received prior to the January 3, 2025 closing date, though this notice is not a formal competitive solicitation. Interested parties may identify their capabilities by responding to the requirement, with the understanding that the government retains full discretion in determining procurement strategy.

The solicitation does not include any specific set-aside designations and is being pursued directly through the Department of the Navy Naval Sea Systems Command. The procurement is for one (1) HPT Material Kit, with performance expected to take place in Philadelphia, PA. While no specific award value is disclosed, the procurement is focused on obtaining a specialized turbine kit from a single manufacturer. The point of contact for this opportunity is Karen Johnson, who can be reached at karen.g.johnson17.civ@us.navy.mil. The government's approach suggests a highly specific technical requirement that limits competitive bidding, indicating a precise and specialized need for this particular turbine component.
