About this opportunity

The U.S. Army Corps of Engineers, Walla Walla District, seeks two new 18-inch carbon steel globe body silent check valves for Lower Granite Dam, with proposals due August 19, 2026 at 2:00 PM PDT (extended from August 13 via Amendment 0001 issued August 14 to allow time for technical question resolution). The procurement is a 100% Women-Owned Small Business set-aside.

Place of performance is Pomeroy, Washington. Valves must be designed to prevent flow reversal, surge, and water hammer, complying with all applicable ASTM codes and standards. Technical specifications mandate a cast carbon steel body (ASTM A216 Grade WCB), 316 stainless steel trim/disc (ASTM A351 Grade CF8M), 302 stainless steel spring (ASTM A276), and stainless steel guide pins and bushings. Operational parameters require a minimum 285 PSI at 100°F pressure/temperature rating, ANSI Class 150 integrally cast flanged ends with 16-hole bolt pattern, flow capacity of at least 110% of equivalent pipe size, cracking pressure less than 1 PSI, and top-and-bottom guided disc alignment. Physical dimensions are mandatory with no exceptions: face-to-face of exactly 22.5 inches, overall diameter not exceeding 31 inches, weight not exceeding 1,300 lbs, and Class 150 flanges per ASTM A105 and ASME B16.5 (25-inch OD, 22.75-inch bolt circle diameter, 16-hole configuration). Valves must feature metal-to-metal hand-lapped drop-tight seal and permanent corrosion-resistant stainless steel nameplate.

Delivery is required within 22 weeks from contract award, FOB destination with contractor responsible for transportation. Quotes must be firm-fixed-price for new equipment only; remanufactured, refurbished, or gray market items are unacceptable. Prior to award, contractors must submit manufacturer technical data sheets, factory hydrostatic and seat leakage batch sampling test certificates, and certified material test reports. Quotations must remain valid 30 calendar days after the bid due date and include all shipping costs. NAICS 332911, PSC 4820.

Update #2 · Latest ·

This is a solicitation for commercial products, as supplemented with additional information included in this notice. The U.S. Government requires the purchase and delivery of two (2) new, 18-inch Carbon Steel Globe Body Silent Check Valves to Lower Granite Dam. Quotes must be submitted on a firm-fixed-price basis for new equipment only; remanufactured, refurbished, or "gray market" items will not be accepted. The supplied valves must be designed to prevent flow reversal, surge, and water hammer, complying with all applicable ASTM codes and standards.

Technical requirements include a Cast Carbon Steel body (ASTM A216 Grade WCB), 316 Stainless Steel trim/disc (ASTM A351 Grade CF8M), a 302 Stainless Steel spring (ASTM A276), and stainless steel guide pins and bushings. Operational parameters dictate a minimum pressure/temperature rating of 285 PSI at 100°F, ANSI Class 150 integrally cast flanged ends with a 16-hole bolt pattern, a flow capacity of at least 110% of the equivalent pipe size, a cracking pressure of less than 1 PSI, and top-and-bottom guided disc alignment for multi-angle installation. Furthermore, the valves must feature a metal-to-metal hand-lapped drop-tight seal and a permanent corrosion-resistant stainless steel nameplate detailing the manufacturer, model, size, rating, and manufacturing date. Due to strict installation constraints, the following physical dimensions are mandatory with no exceptions allowed: a face-to-face measurement of exactly 22.5 inches, an overall diameter not exceeding 31 inches, a valve weight not exceeding 1,300 lbs, and Class 150 flanges meeting ASTM A105 and ASME B16.5 standards (25-inch outside diameter, 22.75-inch bolt circle diameter, and a 16-hole configuration).

UPDATED: Solicitation Amendment 0001 - "The purpose of this amendment is to extend the solicitation offer due date from August 13, 2026 at 5PM PDT to August 19, 2026 at 2PM PDT to allow additional time to address technical questions submitted through ProjNet. All other terms and conditions remain unchanged."
