About this opportunity

The United States Marine Corps, through Marine Corps Installation East – Regional Contracting Office, awarded a $63,000 limited-source contract to Templar Medical LLC on July 31, 2026, for Tactical Combat Casualty Care (TCCC) training with Live Tissue Training (LTT) for Combat Lifesavers.

The contract (M6700126P0078) covers specialized training for up to twenty students at a contractor-provided facility within 60 miles of Marine Corps Base Camp Lejeune, North Carolina, with instruction adhering to a maximum 4:1 student-to-instructor ratio. Training must comply with FY 2026 NDAA mandates prohibiting use of live-fire, explosives, or munitions to simulate trauma. The award was made under FAR 5.301(a) as a limited-source non-competitive procurement. Per Tactical Combat Casualty Care with Live Tissue Training Policy Guidance (January 17, 2020), only Training and Education Command (TECOM)-approved contractors are authorized to deliver this training; following mandatory TECOM and Bureau of Medicine and Surgery reevaluations under the FY 2026 NDAA, two sources were approved—Templar Medical, LLC and Tier One Group. The justification for sole-source selection cites operational security restrictions. The requirement was not publicized at the Government Point of Entry to protect operational security and mission capabilities.
