About this opportunity
The Department of Homeland Security's Federal Law Enforcement Training Center (FLETC) is conducting market research for professional live-fire training range cleaning and preventive maintenance services across four locations: Glynco, Georgia; Artesia, New Mexico; Charleston, South Carolina; and Cheltenham, Maryland. The scope requires specialized contractors with experience in lead dust remediation and frangible bullet dust removal to ensure safe, functional, and environmentally compliant training environments at various range types including indoor, outdoor, and hybrid facilities. Contractors must demonstrate expertise in targeted lead dust remediation, compliance with OSHA, EPA, and DHS regulations, and possess qualified personnel with medical surveillance and respiratory protection training. Additional services include collection, removal, and staging of recyclable cardboard target debris and paper waste at the Glynco location to support waste management and sustainability initiatives. This sources sought notice has a response deadline of June 16, 2025, and will be used to develop the government's acquisition strategy without creating any procurement commitments.
This pre-solicitation notice does not specify any set-aside designations, indicating it will likely be a full and open competition. No incumbent contractors or current service providers are identified in the documentation, suggesting this may be a new requirement or the government is seeking fresh market information. While specific contract values or budget ranges are not disclosed, the scope encompasses multiple FLETC facilities across four states with varying cleaning frequencies from weekly to semi-annually depending on range type and usage patterns. The services require specialized equipment including government-furnished Hydro-Excavator and Monster vacuum systems, along with contractor-provided personal protective equipment and transportation capabilities. The contract will likely involve ongoing recurring services given the preventive maintenance nature and multiple facility locations requiring sustained operational readiness and environmental compliance support.
