About this opportunity

The Department of the Air Force Air Education and Training Command (AETC) is conducting market research to identify qualified small business contractors capable of providing inspection and testing services for Structural Fire Training Facilities (SFTF) and Aircraft Fire Training Facilities (AFTF) at Joint Base San Antonio's Fire Emergency Services locations across Lackland, Randolph, and Fort Sam Houston. The government seeks contractors experienced in inspecting and maintaining fire training facilities in compliance with National Fire Protection Association (NFPA) 1403 and Air Force Technical Order 35E1-2-13-1 standards. Key requirements include annual and five-year inspections of structural facilities, semi-annual inspections of aircraft facilities, comprehensive maintenance of liquid propane systems and water conservation ponds, and detailed assessment of equipment such as temperature gauges and fire panels. Contractors must demonstrate seven years of specific experience working on Air Force-designed Aircraft Fire Training Facilities and possess the qualified labor, tools, and equipment necessary to perform these services. All inspection reports must be submitted within ten business days of completion, and a ninety-day warranty must be provided on all inspections. This is a total small business set-aside, and interested offerors must submit responses to the Sources Sought by December 22, 2025 at 3:00 PM Central Time.

This pre-solicitation notice carries a total small business set-aside designation, restricting competition to small business entities. No current contractor or incumbent information has been disclosed in the available documentation. The announcement does not specify an award value or budget range for the services, indicating this is an early market research phase rather than a formal solicitation. The contract will require ongoing service delivery during normal work hours with advance coordination required with base personnel, though specific contract duration and total service quantities have not been detailed in this pre-solicitation notice. Prospective offerors should direct questions and responses to Laura Herring (laura.herring.2@us.af.mil) or Brent Paul (brent.paul.1@us.af.mil), with the submission deadline of December 22, 2025 marking the final opportunity to express interest during this market research phase.
