About this opportunity
The Department of the Air Force Materiel Command Nuclear Weapons Center (AFNWC) posted this sole-source justification on February 5, 2026, for the continuation of operations and maintenance services at the Little Mountain Test Facility (LMTF) in Ogden, Utah, a specialized nuclear effects testing facility supporting the Minuteman III and Sentinel Intercontinental Ballistic Missile programs. The Air Force is awarding an Indefinite Delivery/Indefinite Quantity follow-on contract to The Boeing Company, which has operated LMTF since 1974 and possesses unique, proprietary qualifications including Nuclear Regulatory Commission certifications, two patents for specialized testing equipment, and established cooperative research partnerships that would be impossible to replicate with alternative contractors. The contract is valued at over $100 million with a base period of five years and two optional periods of 2.5 years each, for a total possible ordering period of 10 years, and will fund engineering services, technical support, test facility operations and maintenance across three specialized labs (Radiation, Electromagnetic Effects, and Shock & Vibration), as well as equipment modernization and technology transfer initiatives. The Air Force justified the sole-source award under 10 U.S.C. 3204(a)(1), concluding that Boeing is the only responsible source capable of meeting requirements, as transition to any other contractor would result in unacceptable delays due to facility shutdown, loss of contractor-specific certifications, and estimated duplicate transition costs exceeding several million dollars over a minimum three-year overlap period. To mitigate future sole-source reliance, the Air Force will require Boeing to transfer all design authority, technical data, and training materials while establishing an alternate source plan and engaging in early industry involvement four years before contract expiration.
