About this opportunity
The Defense Logistics Agency Aviation seeks proposals for a five-year indefinite delivery, firm fixed price supply contract for Black Hawk helicopter litter lift assemblies, with proposals due July 13, 2026 at 4:00 PM local time. This procurement is restricted to Air Methods Corp (United Rotorcraft, CAGE 87YZ1) as the sole source under 10 U.S.C. 2304(c)(1) and FAR 6.302-1, foreclosing competition.
Place of performance is Redstone Arsenal, Alabama. The requirement covers four assembly types (forward left, aft left, forward right, and aft right; part numbers 708-1011-001 through 708-1011-004). The government intends to issue a base delivery order for 20 units total (5 of each assembly type), with deliveries commencing 360 days after contract award at a rate of two units per month for the forward left assembly. The contract is a DO-rated order under the Defense Priorities and Allocations System (DPAS). NAICS code is 336413, Other Aircraft Parts and Auxiliary Equipment Manufacturing; PSC is 1560, Airframe Structural Components.
All packaging and marking must comply with MIL-STD-129 and MIL-STD-2073-1. Inspection and acceptance occur at origin. Item unique identification (IUID) markings are required per DFARS 252.211-7003. Reusable container costs must be incorporated into unit pricing. Accelerated delivery is encouraged at no additional cost to the government. Certified cost and pricing data must be submitted; sole source offerors must provide this data upon request. The proposal must include a subcontracting plan per FAR 52.219-9 ALT II.
Evaluation will be based on best value considering price, past performance, and delivery schedule, with non-cost factors being significantly more important than cost. The contracting officer is Mark A. Highland (256-690-5749, mark.highland@dla.mil).
