About this opportunity

The Federal Energy Regulatory Commission (FERC) is seeking to procure the LawIQ Liquids Analytics Platform, a specialized database designed for researching and analyzing oil pipeline tariff data. This procurement will support FERC's oil program by providing a comprehensive tool with 35 years of historical data that enables targeted searches of specific tariff information, such as route availability, rate filings, and merger-related research. The solicitation requires vendors to submit quotes via email to Trey Hair at trey.hair@ferc.gov by 12:00pm on April 8, 2025, with all questions to be submitted no later than 1:00pm on April 7, 2025. Vendors must provide their most favorable discount and include End User License Agreements with their quotes. The platform's unique capability to extract specific data points from PDF tariffs, which is not available through existing systems like eTariff and eLibrary, makes it a critical research tool for the agency.

The contract opportunity is not set aside for any specific business category and is classified under NAICS code 541519 for Other Computer Related Services. The procurement is structured as a base year contract with four optional years, potentially supporting up to five user licenses for government computer access. The place of performance is Washington, DC 20426, and the contract will enable FERC staff to perform specialized tariff research, particularly for mergers, acquisitions, and five-year index reviews. While specific award values are not explicitly stated, the contract represents a yearly subscription-based service for a specialized database product. The platform's ability to provide comprehensive, searchable tariff data sets it apart from existing commercial alternatives, suggesting its strategic importance to FERC's regulatory mission in the oil pipeline sector.

In accordance with agency objectives, the government has a need to the LawIQ Liquids Analytics Platform, Business Unit Package Database, to support the oil program in researching and analyzing oil pipeline tariff data to accomplish the Commission's mission. The LawIQ Liquids Analytics platform provides 35 years of data to uncover and analyze tariff and rate trends, and to access specific data points
to perform specialized tariff research. The LawIQ database takes the whole tariff PDF submissions from oil pipelines and puts the data points in a database to provide for easy access. For instance, the database allows users to search for specific routes available, and links back to the tariff. The database allows for targeted search results when
looking for specific rate filings like cost-of-service, indexing, market-based rates, and settlement rates. Because eTariff and eLibrary house whole tariff PDFs for oil, rather than section-based tariffs, this type of analysis is extremely cumbersome and time-consuming without this tool. The database is particularly useful for research pertaining to mergers and acquisitions for the five-year index review.
