Added: Jun 30, 2011 11:42 am This is a continuation of the research effort being performed under ONR contract N00014-10-C-0059. In this the expansion effort, SRI proposed to design, fabricate, and test a hollow fiber reverse osmosis module in a commerical fiberglass vessel. Testing will allow the performer to optimize operating conditions for best operating conditions to obtain the highest product water flux with minimal membrane fouling. Testing will also include comparisons to commerical membrane modules.

Added: Jun 28, 2011 11:07 am Woods Hole Oceanographic Institution (WHOI)will help continue the development of the PLUS Innovative Naval prototype. This is a follow on from contract N00014-09-C-0162 effort in support of the PLUS Innovative Naval prototype, that supports a small network of vehicles with gliders operating as gateways for the ONR's Persistent Littoral Undersea Surveillance Network (PLUSnet). The system must be capable of handling multiple clients for command upload and download, while operating using minimum energy in a short amount of time.

SSI will demonstrate will provide significant improvements in the performance of harbor defense and underwater intruder detection systems. The SWIMMER DETECTION SONAR NETWORK or SDSN is a proven system concept for cost effective swimmer detection, tracking and classification. It will be further enhanced through this effort to install and utilize a transportable version of the system for test and evaluation in an operational setting. Utilizing a transportable version of the SDSN for test and evaluation at PNS will aid developmental efforts in this area.

The Office of Naval Research (ONR) is interested in receiving proposals for Long-Range Science and Technology (S&T) Projects which offer potential for advancement and improvement of Navy and Marine Corps operations. Readers should note that this is an announcement to declare ONR's broad role in competitive funding of meritorious research across a spectrum of science and engineering disciplines.
Potential Offerors are urged to check the program areas that they are interested in throughout the year for updates to thrust areas and research priorities. Prior to preparing proposals, potential Offerors are strongly encouraged to contact the ONR point of contact (POC). Work funded under this BAA may include basic research, applied research and some advanced research. With regard to any restrictions on the conduct or outcome of work funded under this BAA, ONR will follow the guidance on and definition of "contracted fundamental research" as provided in the Under Secretary of Defense (Acquisition, Technology and Logistics) Memorandum of 24 May 2010.
As defined therein the definition of "contracted fundamental research," in a DoD contractual context, includes [research performed under] grants and contracts that are (a) funded by Research, Development, Test and Evaluation Budget Category 1 (Basic Research), whether performed by universities or industry or (b) funded by Budget Category 2 (Applied Research) and performed on campus at a university. The research shall not be considered fundamental in those rare and exceptional circumstances where the applied research effort presents a high likelihood of disclosing performance characteristics of military systems or manufacturing technologies that are unique and critical to defense, and where agreement on restrictions have been recorded in the contract or grant.
