About this opportunity

The US Air Force Academy (USAFA), specifically the 10th Contracting Squadron located at the USAF Academy in Colorado, has issued a Special Notice for a sole source commercial contract with Malvern Panalytical Inc. The notice, prepared in accordance with Federal Acquisition Regulation (FAR) subpart 5.2, seeks to procure a liquid particle size data analyzer for scientific research purposes. Market research has determined that Malvern Panalytical Inc is the only known responsible source capable of fulfilling all technical requirements for this specialized equipment. The contract opportunity is being pursued under the authority of 10 USC 2304(c)(1), which allows for a sole source procurement when only one responsible source exists. The special notice was posted on April 26, 2025, with a response deadline of May 2, 2025.

The primary objective of this special notice is to acquire a liquid particle size data analyzer with highly specific technical capabilities for combustion experiments. The analyzer must have a 10 KHz maximum acquisition rate, a lens system covering particle sizes between 0.1 and 2000 microns, and advanced software features including frame-by-frame event analysis, real-time feedback, and statistical analysis capabilities. While this is a sole source acquisition, the government will still consider any responses received by the closing date that support an offeror's capability to fulfill the requirement. Contractors interested in responding must provide information at no cost or obligation to the government, and oral communications are not acceptable. An ombudsman, James Anderson, has been appointed to hear and facilitate resolution of any contractor concerns, with a clear protocol for escalating unresolved issues. Contractors are instructed to first address any concerns directly with the contracting officer, Ms. Susan D. Ulma, before potentially involving the ombudsman.
