This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Submit offers on NIAID-RFQ-19-1950374.
This solicitation is a request for quotes (RFQ). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-01, dated December 20, 2018. The associated North American Industry Classification System (NAICS) code for this procurement is 325120 with a small business size standard of # 1,000.
The National Institute of Allergy and Infectious Diseases (NIAID), is seeking to procure Bulk Liquid Nitrogen Annual Service. Work to be scheduled to automatically occur in a consistent fashion as needed to maintain adequate storage tank level. The Contractor shall provide all necessary products and materials to perform the tasks.
a) The contractor shall periodically check the level within the N2 storage tank to ensure adequate level exists to maintain continued operations within the building. A typical approach to perform this function is for the delivery driver to check levels at least once per week when making deliveries elsewhere on campus. The tank level gauge is easily viewed through the tank farm fencing from a vehicle.
b) Contractor will provide periodic partial or complete fills as needed to maintain adequate level of N2 within the storage tank. Previous delivery schedules were approximately every 10 days; however, this is not to be used as a fixed delivery period. The contractor will be responsible for monitoring the tank level and refilling as needed.
c) Contractor will communicate any abnormal conditions to the NIAID Building 40 Facility Manager as needed to prevent the potential for system failure as well as eliminate the potential for the tank to reach a critical low level.
d) Delivery tickets to be left in designated location at the tank farm at the date/time of the delivery. The delivery ticket will indicate Date, Time and Delivery Volume.
1. Does NIH own their own bulk Nitrogen tank? Government owned
2. If so what size tank is it? 3000-gal tank
3. Will the successful bidder have 24-hour access to fill the tank? The tank is within a fenced tank farm next to the building loading dock. The lock code for the gate will be provided to the successful vendor.
4. Is there a special pass to get on site? All commercial vehicles entering the Bethesda Campus of NIH are required to pass through the Commercial Vehicle Entrance which is manned 24/7/365.
5. Do the deliveries require NIH signature or will there be a place the driver can put the delivery ticket? The site provides a container in which the delivery tickets can be placed. No signature is required for afterhours deliveries.
6. Does NIH require 24 hour pre notification of delivery? No. It is desirable to know if you operate on a routine schedule, so that we can monitor the area near the tank farm to make sure traffic lane is not impeded by government vehicles left overnight.
7. If this is an existing tank, does it have telemetry? Existing tank. No telemetry. Has a large level gauge visible from outside the fenced area.
8. Is there a purity requirement? Yes. The LN2 is used for cryogenic storage of critical research samples.
Anticipated Period of Performance (POP):
3/15/19 to 3/14/20
