The Naval Surface Warfare Center, Panama City Division (NSWC PCD) intends seek competitive bids for a firm fixed price purchase order. The purchase order is for the acquisition of filling Navy owned dewers with liquid nitrogen. Each dewer holds 180 liters of liquid nitrogen. The liquid nitrogen is used to cryogenically cool the pre-concentrator that is used in the Underwater Equipment Laboratory Gas Analysis Facility (UELIGAF) located at (NSWC PCD). The contractor must have the capability to pick up the NSWC PCD owned Dewar's from NSWC PCD, fill them up with liquid nitrogen and deliver them back to NSWC PCD on a weekly basis. The federal supply code is 6830. NAICS Code is 325120. The SBA size standard is 1000 employees.
Delivery will be made to the Naval Support Activity, Panama City, FL 32407-7018. The period of performance for this award will be from approx Nov 1, 2012 through 30 Sep 2013. There may be up to 312 Dewers filled in a one year time frame. Award will be based on a fair and reasonable price on or about 31 Oct 2012. The procurement includes two one-year options for filling up to 312 dewars each year. Any damage done to the dewars while they are in the possession of the company filling the dewars with liquid nitrogen must be repaired by the company filling the dewars with liquid nitrogen at no cost to the Government. A Government representative will inspect the dewars for damage before each delivery to the company filling the dewars with liquid nitrogen, and a Government representative will also inspect the filled dewars upon return to NSWC PCD for any damage to the dewars.
Any damage to the dewars noted by the Government representative must be repaired.
