About this opportunity

The United States Department of Agriculture Agricultural Research Service is seeking liquid fertilizer for the Beltsville Agricultural Research Center through a small business set-aside solicitation. The procurement involves two specific agricultural bulk fertilizer types: 10,000 gallons of 26-0-0-7 liquid fertilizer and 20,000 gallons of 30% Urea Ammonium Nitrate Solution (UAN). Potential vendors must be registered in the System for Award Management (SAM) and submit electronic quotations by 1:00 PM Eastern Time on March 27, 2025, directly to Contract Specialist Scott Ballweg. The evaluation criteria will focus on a lowest-price, technically acceptable approach, with vendors assessed on their ability to meet delivery requirements and provide competitive pricing. All questions concerning the solicitation must be submitted in writing by 1:00 PM EST on March 25, 2025, with responses incorporated into a solicitation amendment.

The solicitation is specifically designated for small businesses under North American Industrial Classification System (NAICS) code 325320, with a size standard of 1,150 employees. Delivery is strictly defined as between April 1-15, 2025, with deliveries accepted Monday through Friday from 6:00 AM to 3:00 PM at the Beltsville Agricultural Research Center located at 301 Research Road in Beltsville, Maryland. The government intends to award a single purchase order and reserves the right to make an award without conducting discussions, basing the decision solely on initial quotes. Each fertilizer load is estimated at 24-25 tons or 4,500-5,000 gallons, with specific nitrogen and sulfur content requirements detailed in the specifications. The procurement follows simplified acquisition procedures under Federal Acquisition Regulation (FAR) Part 13, streamlining the solicitation and evaluation process for commercial items.
