About this opportunity
The U.S. Army Corps of Engineers, Portland District issued a Special Notice on July 22, 2026 announcing its intent to negotiate a sole-source contract with Triad Machinery, Inc. for Link-Belt Crane Outrigger Service, with a response deadline of August 6, 2026. The statutory basis for this non-competitive acquisition is 10 U.S.C. 3204(a)(1), justified on the grounds that only one responsible source exists. Work will be performed on site at Terminal 2 in Portland, Oregon.
The contractor shall replace four outrigger beam extension hydraulic cylinders on a Link-Belt RTC8065 Telescopic Boom Swing Cab Crane. The cylinders currently leak hydraulic fluid and create risk to high-value equipment and personnel safety. The crane provides mission-critical support for dredge vessels Yaquina and Essayons at the U.S. Moorings Yard Shop, supporting vessel loading, assembly and disassembly of dredge gear, and supply provisioning. The contractor must supply all parts, labor, and materials; remove and reinstall existing cylinders; and follow original equipment manufacturer specifications and guidelines. All replacement cylinders, seals, lubricants, and hardware must be brand-new OEM parts authorized by Link-Belt. The contractor shall bleed the hydraulic system and top off with OEM-approved fluid following installation. Responsibility for all travel, material procurement, and labor rests with the contractor.
